Chris Ollenberger

Chris Ollenberger, P.Eng., ICD.D.
Managing Principal

Chris brings over 18 years of experience in comprehensive real estate management and development experience to his position as founder and Managing Principal at QuantumPlace Developments Ltd. His experience includes building management teams, urban design, city building, managing development and construction operations, project management, media relations and public consultation for a wide range of projects throughout Western Canada. He strives to incorporate the principals of placemaking into buildings and communities through quality public spaces, travel corridors, visual enticement through execution in architecture and landscaping, and inclusion of public engagement as a key component in developing community enthusiasm and support. He enjoys a strong track record of strategic planning, public consultation, visioning and concept development, negotiating with regulatory officials at all levels, complex land use and planning approvals, engineering submissions, feasibility analysis, site acquisition, financing, on-budget and on-time construction and effective communications.

Mr. Ollenberger has worked extensively throughout Alberta, and has led many challenging commercial, retail, mixed use and land development projects in the Calgary area. He has managed projects through all stages of development including ASP/ARP, Land Use, Development Permits, Subdivision, Building Permits, construction of infrastructure and buildings, CCC/FAC processes and occupancy processes. He has been responsible for developing clients, negotiating retail, commercial and industrial leases, and marketing many projects.

Prior to QuantumPlace Developments Ltd, Mr. Ollenberger held the positions of President and CEO of Three Sisters Mountain Village Ltd., President and CEO of the Calgary Municipal Land Corporation and Executive Vice President of OPUS Corporation. He is also currently Vice Chair on the Board of Directors of the One Yellow Rabbits/High Performance Rodeo, and is a Director on Calgary’s NAIOP Board of Directors.



Phil Wareham

Phil Wareham, C.E.T
Principal - Development

Phil has project managed and led the development and construction of the many complex projects. He has over 15 years of project management and technical engineering experience within the development sector, including extensive experience in implementing innovative, sustainable urban places and buildings. His diverse experience includes managing development operations, negotiating with regulatory officials from both provincial and municipal agencies on a variety of issues, design, planning, construction and engineering experience in creating innovative, sustainable urban communities and buildings.


He is well recognized for his ability to implement the design of projects and obtain approvals to proceed to construction with cost-effective results and problem solving in a team environment. He enjoys a strong track record of strategic planning, design development, negotiating with regulatory officials at all levels, obtaining complex approvals from regulators, engineering submissions, feasibility analysis, environmental remediation and effective communications.

In a recent role as Director, Construction & Development for CMLC, he was responsible for the implementation of the overall urban renewal in East Village, including creating a public realm which included streetscapes, Ft. Calgary edge landscaping, Ft. Calgary wetland/stormpond, heritage building revitalizations and all aspects of surface and underground utility infrastructure. Execution of development of large acres of land.



Jessica Karpat

Jessica Karpat, MEDes, MCIP, RPP
Principal - Planning

Jessica has the benefit of 12 years of experience in land use and development planning in a variety of roles within the private sector and as a senior government regulator. As a former City of Calgary senior employee and private sector consultant, Jessica is very familiar with municipal planning in Calgary and Alberta and has worked in numerous municipalities. She has managed, evaluated and presented a number of complex planning proposals to Planning Commissions and Councils in municipalities across Alberta. As a former City of Calgary senior employee, Jessica is very familiar with Land Use Bylaw, policy, and understands what information Administration will require to move municipal approvals forward cost effectively.

Building on skill sets and relationships developed through working on a wide variety of projects with significant political sensitivities, Jessica is focused on enabling quick resolution to redevelopment project challenges. Her style is to work collaboratively and proactively to find creative solutions that meet the needs of her clients – critical in today’s shifting policy and approvals environments.

Prior to QuantumPlace Developments Ltd, Jessica held the position of Team Lead – Established Area Redevelopment with Stantec Consulting, Senior Planner within Land Use Planning and Policy at the City of Calgary, and served as Executive Assistant to Mary Axworthy.
